But I must ask, without wondering, except a little, why you say that they are "entitled" to a public service; isn't "entitlement" much different than a "right?" (For example, we are entitled to drive a vehicle, but have no right to drive.) And if you actually mean that they have a "right" to police servants, aren't there rural areas with no local police? And if so, why couldn't this be lawfully the case in Minneapolis as well? I'm just curious as to how you'd square this circle.

I was focused on the issue that people pay taxes to the city for essential services and it would present an interesting case if the council decides to get rid of one of the services. BUT TO BE CLEAR....the proposal is not to GET RID OF THE POLICE. It is to dismantle the current entity and rebuild it with different social services and resources rather than just pure foot soldiers with guns. In other words wjen a domestic dispute is called in, social services on call with a policeman for security responds rather than 4 blues. By the way Camden and Compton did this so we can see what steps they took.
Compton disbanded due to corruption. Quite simply, the Los Angeles County Sheriffs took over. But hey, this isn't a good look for Los Angeles City Council, now, is it?

Minorities who think the police are racially biased were MORE likely to want a higher police presence, vs. those who think the police are fair: https://news.gallup.com/poll/184511/blacks-divided-whether-police-treat-minorities-fairly.aspx Trained specialists to respond to certain types of calls could work well, as could "community policing" type initiatives. OTOH the USA spends less on policing (as a % of GDP) than most of Europe despite much higher crime rates. Best bet is probably to spend slightly more overall on public safety while increasing specialization, to deploy the available resources more efficiently and cut back on police violence/militarization.
I don't know about Compton but the problem in Camden was the police union sucking the city dry. Christie pulled state funding so they laid off more than half the force, with the remainder racking up sick pay and OT for desk duty rather than responding to calls. Add in poor morale, bad culture, etc. Reorganizing policing under Camden County meant richer suburbs had a say, each officer cost only half as much as before, and many were enthusiastic new recruits from out of town. Oh, and they introduced a high-tech surveillance grid. I think the days of privacy concerns are well behind us, at least if we want to keep the cities intact this time around.
