There's no lack of portable power transformers and other equipment in North Carolina. Much of it being provided by the military which has plenty of excess. The power system serves as a targets by both sides in Ukraine which explains why there might be a shortage. She has more of a bitch about supporting Ukraine regardless if the U.S. has a natural disaster or not. Simply, if she's going to blame Biden/Harris...she needs to blame the Republicans too for the support being given to Ukraine and ask why FEMA was not given extra dollars when they knew Hurricanes were brewing. Duke Power has stated the problems with restoring power in western North Carolina is related to inaccesibility of areas via roads, power lines being down which need to be repaired, and some equipment still under water. Duke Power has no problems with providing replacement equipment.
This reminds me a little of when people in Texas were blaming the government (Biden/Harris in Feb 2021) when they had a massive power outage instead of blaming the private power companies. Abbott didn't help because he then blamed frozen wind turbines and solar panels instead of blaming himself/Texas for not wanting to be on the National Power Grids in their effort to avoid government oversight. On top of that, they had warnings every year for 10 years before the mass power outages during cold waves and winter storms that the Texas power will fail if/when they do partial grid shutdowns. wrbtrader
