A Republican Governor of Alaska set up a payment fund that pays every citizen yearly something like $2000 just for breathing. They do this for a number of reasons but it does work. Whether we should do this on a national level is another question and even more to what extent should we pay. We already have a working tax credit and a child tax credit that is similar to a basic income payment and both are universally accepted by both parties. As a matter of fact republicans just doubled the child tax credit.
