The family clans loot aid trucks, Hamas also steals aid supplies and re-sells them for a profit, and desperate crowds of Palestinians also loot trucks. The entire situation is chaos. The family clans -- those who are opposed to Hamas -- are more likely to operate in areas "controlled" by Israel since Hamas is unlikely to attack them in these areas. In reality there is very little control -- and no effective government in Gaza. Once again all of this is evidence that food aide is getting into Gaza but the effective distribution is non-existent. Israel cannot distribute the food since Hamas claims they will execute anyone who cooperates with the Israelis. This leaves aid organizations such as Red Crescent and UNRWA attempted to distribute the food -- which leads to most of it being looted or stolen immediately since the convoys effectively don't have armed guards.
