    The Israeli military likely killed more than a dozen of its own citizens during the October 7 Hamas attacks, a United Nations investigation has alleged.
    The report by the UN commission investigating the attack on Israel and the subsequent war in Gaza documented “strong indications” that the “Hannibal Directive” was used in several instances that day, “harming Israelis at the same time as striking Palestinian militants”.
    The directive – officially revoked in 2016 – was put in place to prevent the capture of Israeli soldiers by enemy forces who may use them as bargaining chips, allowing troops to open fire even if it caused the death of a comrade.

    UN investigators, led by Navi Pillay, a former UN human rights chief, concluded that at least 14 Israeli civilians, including 12-year-old twins and a 68-year-old grandmother, “were likely killed as a result of Israeli security forces fire”.

    These specific accusations have not yet been addressed by Israel, although in January Asa Kasher, a philosophy professor at Tel Aviv University who wrote the Israeli military’s code of conduct, called on the authorities to investigate them immediately.
    The Israeli government angrily rejected the UN report, which also accused both Palestinian groups and Israel of committing war crimes. The UN panel also claimed Israel’s conduct of the war included crimes against humanity.

    The Israeli government said the report was “reflective of the systematic anti-Israel discrimination of this commission of inquiry”, noting that it had ignored Hamas’ use of civilians as “human shields”.
    It has also criticised the commission for “outrageously and repugnantly” drawing a false equivalence between Hamas and the Israeli military in relation to sexual violence........

    .........Separately, the Israeli government has discussed far-reaching measures against UN agencies operating in Israel and the Palestinian territories, including the possible expulsion of staff, reported the Financial Times.
    Bubbling tensions spiked last week after António Guterres, the UN secretary-general, added Israel’s military to a list of countries and organisations that fail to protect children in conflict – a move the Israeli ambassador to the UN described as “shameful”.

    (Bloomberg) -- The State Department imposed sanctions on an Israeli extremist group accused of blocking and destroying aid to Palestinians in the Gaza Strip, the latest in a broader US push to ease what the United Nations says is a looming famine in the enclave.

    The sanctions targeted Tzav 9, a group that “repeatedly sought to thwart the delivery of humanitarian aid to Gaza, including by blockading roads, sometimes violently, along their route from Jordan to Gaza, including in the West Bank," State Department spokesman Matthew Miller said in a statement.

    Miller’s statement linked Tzav 9 to a May 13 incident in which protesters ransacked an aid truck, smashing boxes and tossing their contents across a highway. Video footage of the incident provoked global condemnation and renewed accusations that Israel wasn’t doing enough to facilitate the flow of aid into Gaza or crack down on groups disrupting it.

    The sanctions will largely bar the group from financial transactions in the US and freeze any of its assets there. The immediate impact isn’t clear because the State Department didn’t say how it would identify individuals to the group, or whether any of them have ties to the US.

    President Joe Biden signed an executive order in February empowering the State Department to penalize those whose threaten peace and stability in the West Bank. The department has since imposed sanctions on both Palestinian and Israeli groups for violence against civilians.

    Friday’s move comes days after the World Health Organization warned of “catastrophic hunger and famine-like conditions" in Gaza in the months since Hamas, which is designated a terrorist group by the US and the European Union, attacked Israel on Oct. 7 and Israeli forces responded with a devastating military campaign to destroy the group.

    The US has pressed to increase the flow of aid there, including by building a pier off the Gaza coast in the Mediterranean Sea, and has repeatedly pushed Israel to allow more aid through land crossings around the enclave.

    Hamas fighters killed eight Israeli soldiers traveling in military vehicles in Rafah after firing rocket-propelled grenades (RPGs) and then ambushing a support force deployed to the scene.

    The attacks on Saturday marked one of the deadliest days for Israeli soldiers in Gaza in months as its ground invasion of the southern region continues to ramp up.

    Qassam Brigades, Hamas’s armed wing, said in a statement its soldiers “carried out a complex ambush against enemy vehicles” in the Saudi neighbourhood of Tal as-Sultan district, western Rafah city.

    The armed group said it fired Yassin-105 RPGs at a D9 military bulldozer, killing and wounding an unidentified number of Israeli soldiers. A “rescue force” vehicle that later arrived was also attacked, “resulting in its destruction and the death of all its occupants”.

    Israel’s army said in a statement the eight soldiers “fell during operational activity in southern Gaza”, without elaborating. Daniel Hagari, Israeli’s military spokesperson, said an investigation will be launched into how exactly the attack occurred.

    “We’re working to disarm all the fighters in order to prevent Hamas from targeting civilians again like on October 7. Today, we received another reminder of the high price we are paying because of this war, and we have soldiers ready to sacrifice their lives in order to defend Israel,” Hagari said in a televised statement.

    At least 307 Israeli troops have been killed and thousands wounded since October 27 when the ground invasion of Gaza was launched. At least 37,296 Palestinians – mostly women, children, and elderly – have died since the war began on October 7, Gaza’s health ministry says.

    Saturday’s casualties will likely fuel calls for a ceasefire and heighten Israeli public anger. In January, 21 Israeli troops were killed in a single attack by Palestinian fighters in central Gaza.

    Rafah assault expands
    Despite international condemnation and censure, Israeli forces continue to push into and surround Rafah where at least 19 Palestinians were killed on Saturday. Hundreds of thousands of desperate civilians without food, water, and medicine remain trapped in the city.

    Air, sea and artillery attacks on the Tal as-Sultan area intensified after the deadly Hamas ambush.

    Mohamad Elmasry, a professor at the Doha Institute for Graduate Studies, said Saturday’s attack shows Israel’s stated war goal of destroying Hamas remains elusive after eight months of combat.

    “The Palestinian resistance fighters have put up quite a fight,” he told Al Jazeera, noting a recent news report quoting US intelligence officials saying about 70 percent of Hamas’s fighting force remains intact.

    “What’s even worse, from an Israeli perspective, is Hamas has been able to recruit thousands of new members so there’s no manpower issue for Hamas.”

    Gideon Levy, an author and columnist with the Israeli newspaper Haaretz, said the deaths of eight soldiers is a “heavy price for Israeli society”.

    “More and more people in Israel are asking what for and until when? This might become an endless war – a war of attrition in which as strong as Israel’s army is Hamas forces can always kill and sabotage, and then there will be direct retaliation. It leads nowhere. We’ll never achieve this ridiculous ‘total victory’ that Prime Minister Netanyahu speaks about,” Levy told Al Jazeera.

    Despite growing international pressure for a ceasefire, an agreement to halt the fighting still appears distant.

    Since a weeklong truce in November that freed more than 100 Israelis, repeated attempts to arrange a ceasefire have failed with Hamas insisting on a permanent end to the war and full Israeli withdrawal from Gaza. Netanyahu refuses to end the invasion before Hamas is “eradicated”.

    More than 100 captives are believed to remain in Gaza, though many are believed to be dead. The armed wing of Palestinian Islamic Jihad, al-Quds Brigades, said on Saturday Israel could only regain its people if it ends the war and pulls out troops from the besieged enclave.

    “The proposal that President Biden laid out 12 days ago was virtually identical to one that Hamas had accepted and put forward itself on May the 6th. So there’s no reason why this agreement should not be reached. The only reason would be Hamas continuing to try to change the terms.”

    So said U.S. Secretary of State Antony Blinken in an interview with Al Jazeera on Wednesday. The statement is part of an extended campaign of deception that Blinken has spearheaded. It featured President Joe Biden’s dramatic unveiling of a ceasefire proposal, followed by a U.N. Security Council resolution and Blinken’s latest tour of the Middle East — all ostensibly to reach a ceasefire.

    ........Essentially, the difference is that under Biden’s plan, Israel can free many hostages — though not all — and can then simply accuse Hamas at its own discretion of not negotiating in good faith, thereby resuming the genocide. Israeli officials have repeatedly made this clear.

    Israeli Prime Minister Benjamin Netanyahu has also held fast to his position that Israel will not stop its onslaught until all its aims have been achieved. Indeed, when the UNSC passed its ceasefire resolution this week, Israel reiterated this position, as its representative to the UNSC meeting, Reut Shapir Ben Naftaly, said after the vote: “We will continue until all hostages are returned and until Hamas’ military and governing capabilities are dismantled.”

    This is consistent not only with Israel’s talking points throughout the Gaza genocide but also with statements from Netanyahu even after Biden presented what he claimed was Israel’s proposal. The day after Biden presented the proposal, Netanyahu’s office stated, “Under the proposal, Israel will continue to insist these conditions [which the statement described as “the destruction of Hamas military and governing capabilities, the freeing of all hostages, and ensuring that Gaza no longer poses a threat to Israel”] are met before a permanent ceasefire is put in place. The notion that Israel will agree to a permanent ceasefire before these conditions are fulfilled is a non-starter.”

    That directly contradicts Biden’s proposal, which both the President and Blinken have sold as a plan for achieving a permanent ceasefire, making no mention of these conditions. Indeed, the conditions Israel set forth are not possible within any conceivable ceasefire — certainly not one that Hamas would ever say “yes” to.

    ‘Dead cat diplomacy’
    Despite this, Blinken continues to insist that it is Hamas, not Israel, that is preventing the deal from going through. How does that make any sense?

    If we look at the proposal on the table with rational eyes, Blinken’s claims cannot be squared with reality. But if we consider the proposal in a more cynical light, it can.

    DUBAI, United Arab Emirates (AP) — The U.S. military unleashed a wave of attacks targeting radar sites operated by Yemen’s Houthi rebels after one merchant sailor went missing and the vessel he was on caught fire in the latest Houthi strike on shipping in the crucial Red Sea corridor, authorities said Saturday.

    The attacks come as the U.S. Navy faces the most intense combat it has seen since World War II in trying to counter the Houthi campaign — attacks the rebels say are meant to halt the Israel-Hamas war in the Gaza Strip. However, the Iranian-backed rebel assaults often see the Houthis target ships and sailors who have nothing to do with the war while traffic remains halved through a corridor vital for cargo and energy shipments between Asia, Europe and the Mideast.

    U.S. strikes destroyed seven radars within Houthi-controlled territory, the military’s Central Command said. It did not elaborate on how the sites were destroyed and did not immediately respond to questions from The Associated Press.........
