Great article on the CME website discussing US crude dynamics & that the WTI/Brent spread is not the only spread to watch. Focus is on the Louisana light & sweet grade vs WTI.

What kind of capital does it take to trade these spreads

 

I don't know. But, someone at the Merc can give you an idea or at least point you in the right direction. Intriguing, huh?
