    World leaders fluctuate back and forth between relax, don't panic, everything will be alright, and the sky is falling, we're on the brink of catastrophic failure, the world is about to end.

    Question: Why do they go back and forth?

    Answer: When they want you to give them permission to expand gov't authority and power tenfold, that's when they tell you to watch out for the end of the world if you don't give it to them. When they are not asking for power, they tell you to stay calm.

  2. The official term for it is Hegelian philosophy. You create a crisis which you solve. The solution makes you money and increases your political power. Typically the argument that closes the sale is that your solution is temporary but it never is.
