I can't figure out what is the withholdings tax rate on MLP dividends for non US investors.. I've got some KKR LP since a couple a years, last march the withholdings tax rate was 15% and now it's 39.6%. I've asked my broker about the reason behind this change but they are not able to justify or provide some documents to support it
