Correct. A larger number of extreme weather events of higher intensity are mentioned as likely consequences in the IPCC reports. Nobody is making this up as they go along. Intuitively it is not difficult to understand why this may occur. Higher temperatures are due to increasing energy in the climate system. Due to imbalances and changing equilibrium this may show up in extreme weather events. It is not impossible that the transport of energy though ocean currents around the globe could be disrupted. And that could lead to bitterly cold winters in Western Europe and Eastern Nth America. The extreme and very fanciful scenario in "The Day After Tomorrow" is very unlikely but changes over a longer period are possible. As to time frames, a useful rule of thumb is that changes over the order of 30 years are climate change. Changes over a few months or years are weather.
