Yes ... the train of doing full lockdowns in the U.S. has left the station and we have missed that train by not doing proper lockdowns with proper testing & contact tracing to greatly reduce COVID when we re-opened. This represents a failed opportunity to get it right like other nations such as New Zealand, South Korea and others. As we move into our dismal COVID winter I expect the model in the U.S. will mirror what is being done in Europe with targeted regional/city lockdowns and mitigations. When the COVID outbreak in an area becomes so high that it cannot be ignored we will see schools closing, curfews applied, non-essential businesses closed, large events cancelled and other steps taken by state & local governments in the U.S. to reduce the severity. The real problem in the U.S. is that there is no established national standard on when measures should be taken. Nearly all other nations have clear federal guidelines for states, cities, and regions to follow. For example when the positive test rate is over 5% then steps A, B, & C must be instituted, etc. In the U.S. every state and city is on their own and will do their own thing. Some states will handle the outbreaks fairly well while others will simply let it overrun the population causing thousands of unnecessary deaths.
We won't know the extent of the outbreak until next year when Biden takes over and replaces all these appointees fudging the numbers. I honestly don't believe we'll ever know as the records are likely unrecoverable.
For the most part counties and states maintain the numbers and report them to the federal government. Most states have been doing their best to keep a proper total of COVID deaths -- I am sure some minor adjustments will be needed after proper evaluation. There are a few states such as Florida and Georgia where the actions of their governors bring in doubt the numbers the state is providing -- however these states can re-evaluate the records from the county level to get proper totals. I don't think getting proper COVID death numbers in the U.S. in hindsight will be a problem. The reality for all pandemics is that once a proper evaluation is done the numbers go up.
Looked at the data today. Canada which you said was "exploding" in Covid came in at 2504 infections ( yes, we are in a second wave with more infections ) and 10 deaths. Some other places where prolific Covid deniers on here live : California 3429 infections, 104 deaths Florida 2882 infections, 64 deaths UK 19724 infections, 137 deaths Spain 11970 infection 209 deaths I'd also note a recent study showed 88% of Canadians are satisfied with their government's response to Covid versus 40-55% in the US, Spain, and the UK. What the days suggests is Canada is dealing with Covid better then most and the public is fully onboard with the approach. Will the second wave get worse before it get's better ? Likely the delay Ontario took in implementing some restrictions was 2 weeks later then the medical community wanted. Until the second wave is done, 10 is a low number. Seniors are again getting infected by younger people.
