I'm sure he does care, but he's also a student of history and he knows what "Mother Russia" sacrificed in WWII. 19K, 20K,30K, even 100K lives lost for the Motherland pale in comparison to 16MM killed back then. He doesn't think like we do, and you're right, we can't get in his head. But taking into account his well vocalized aspirations to restore Russia to its former glory, a few 100,000 Russian "heroes" in body-bags is a small price to pay.
