This is true, but I don't think that congress hasn't made a formal declaration of war since WW2. After 9/11 Congress passed a resolution authorizing the use of military force against any country associated with Al-Qaeda or the Taliban. This resolution has given Bush, Obama, & Trump the autonomy to do what they want in the Middle East because these groups have ties throughout the entire region. Congress has talked recently about repealing the resolution so that Trump doesn't have the ability to use military force against Iran without their approval, but it hasn't been repealed yet. So theoretically, Trump may not need congressional approval to go to war with Iran.
What was the authorization for Obama and Hillary to attack Libya? Where do I look to find that? The Libya attack airstrikes were conducted as a NATO Operation. ie. The North Atlantic Treaty Organization. Which of the NATO member states had been attacked by Libya. Obama met several times with the UN, Britain, and France to put an air strike operation together for Libya but he never consulted with Congress as required by the War Powers Act. Even the Inspector General for the Department of Defense issued a report saying that the law had been violated. Obama defended it by saying there was no time to do that. So, how is it that he did weeks of consultation and planning with the UN, the Brits, the French but did not have time to consult with Congress? Note: Trick questions have been employed in this post.
