why does some stocks not allow after hour trading ?

    Investors may trade in the Pre-Market (4:00-9:30 a.m. ET) and the After Hours Market (4:00-8:00 p.m. ET). Participation from Market Makers and ECNs is strictly voluntary and as a result, these sessions may offer less liquidity and inferior prices. Stock prices may also move more quickly in this environment. Investors who anticipate trading during these times are strongly advised to use limit orders.

    Years/Decades ago before ETFs, I was told the pacific stock exchange in LA wants to trade its regular hours so major stocks halt at 5-7pm EST, very limited participation by mutual funds and west coast retails, but markets and computers have changed since.

  7. If it's BVXV you're referring to, I see after hours trades over the last 5 days. Fairly good volume sometimes relative to RTH. This is a thinly traded stock so I wouldn't expect a lot of activity outside of RTH.
