Years/Decades ago before ETFs, I was told the pacific stock exchange in LA wants to trade its regular hours so major stocks halt at 5-7pm EST, very limited participation by mutual funds and west coast retails, but markets and computers have changed since.

If it's BVXV you're referring to, I see after hours trades over the last 5 days. Fairly good volume sometimes relative to RTH. This is a thinly traded stock so I wouldn't expect a lot of activity outside of RTH.
