Why do TWS Line Charts print at odd increments?

For instance, TWS line charts (tick charts) for ES will show trades occurring at odd levels, outside of regulated quarter point increments - for example 0.34, 0.62, or 0.81. etc.

How is this possible?

Same with ym.....mostly odd prints are half a point (0.5), or one quarter point (0.25).

I don't get it. Is this meant to throw tick traders off, or?

 

IB tick data is sent in snapshots not true tick-by-tick.
