What part? "Stop and frisk" seems to be as vague an appellation as "reasonable suspicion" is. The City can certainly argue "totality of circumstance", especially when the officer involved was black I would think. Hard to say the cop is being racist when he's black right? You should visit China or Iran, or any number of SH countries for that matter. NYC's s&f will look utopian for you then. If NY had the manpower to just s&f everybody, and did it, would you be happier then? Lets contract Google to develop AI that identifies "suspicious behavior". Will that be better?
You don't seem to understand that NYC is still practicing stop, question & frisk. Along with many other cities. The U.S. Supreme Court ruled that stop, question, & frisk is completely constitutional in the case I cited earlier (Terry vs. Ohio 392 US 1). Case closed. All the NYC-related court ruling did in regards to stop, question & frisk is appoint an independent monitor to oversee the implementation of the policy within the city.
