Grenell openly admitted that he "throws spaghetti against the wall" to see which lies stick -- which is his entire strategy. Grenell was the Acting Director of National Intelligence from February 20, 2020 to May 26, 2020 while the Trump administration waited for John Ratcliffe to be confirmed. While in this acting role, Grenell was still the Ambassador to Germany -- and apparently as far as most people can tell Grenell never attended a National Intelligence meeting (Kash Patal handled the role as senior advisor).

If the Trump campaign came out officially and stated that Kamala Harris wanted notes in the debate then there would be reason to deny or confirm the statement by the Harris campaign. We all know the Trump campaign will not do this because there is no truth to the claim and ABC would also jump in immediately to deny it.
