The high performance HST bullets are designed for law enforcement and ATK says they offer "optimum penetration for terminal performance." What's HSL? Health Sciences Lab? Anyway, 2.2 million people sounds like a lot. And they all carry sidearms? I guess that means about one guard for every 150 citizens and that's just DHS.
