Well, you are required to notify your bank of a dispute (in writing, just calling doesnât obligate them to do anything), within 60 days of the statement date the charge appears on. You should also contact the company and tell them you are about to reverse the charge. Sometimes it's enough to prompt them to refund your money, as most companies don't want to have any problem with a bank and/or their own payment processor. Good luck.
Call the police first. And then notify the regulating body. Present it as fraud and theft (which it is). Police should assign an investigator. Then notify regulating body in email, and cc the investigating cop.

Police in his country of residence and written letter to police in all other countries, where this company is oficialy present... Anyway police (at least in my country) accept info about possible crimes and frauds on international level too and is trying to solve this. I assume it is similar in all other countries.
