The best political systems, if you have a bit of cash, are benign monarchical dictatorship - e.g. Monaco, Dubai - and corrupt states. The former are automatically better because an intelligent ruler is far more intelligent than the average member of society. If they are benign, and hence use power to benefit society, then they almost always make better laws than democracies. Corrupt states effectively create a free market in everything, including justice, via the institution of bribery. Thus you can smoke weed, screw 17 year old girls, drive at 120mph, fiddle and evade taxes, beat up assholes, and so on, as long as you are prepared to pay bribes. In fact you can do much more if you want - the only check on your liberty is not pissing off the tiny number of powerful people in that society, and your own self-restraint and bank account.

Personally I think benign dictatorship is the best form of government, then corrupt states, then participatory democracies (e.g. Switzerland). Representative government is IMO the 2nd worse form after tyranny. It is effectively tyranny of the mob, where mass theft and bribery is institutionalised through the processes of government taxation and spending. Effectively, politicians bribe 60% of society with government spending in order to get the legal electoral mandate to rob from the other 40%. It is no different to a Mafia protection racket. Sadly, most of the western world is run on such sick and perverted principles. The notion that changing the notional ruler (in reality, just a cog in the machine) will alter the fundamental evil and iniquity of the system is entirely fallacious. Tweaking the policies of government has about 0.01% of the effect of removing yourself to a more suitable society.

A good compromise is to place your finances offshore, and then simply travel to whichever places are most amenable to your desired activities. Fly to Amsterdam when you want to use drugs, go to France when you want fine food and wine, go to Italy when you want to listen to opera, go to America when you want to shoot automatic weapons and carry a handgun on your person, go to Brazil when you want to bed gorgeous women, go to Africa when you want to hunt elephants. Effectively you are creating a free market in states - imagine each country as a shop which sells certain goods and not others, then go to the shop most appropriate for the goods and services you want to buy.

Wrong, they bribe the 1% who really count and everyone else can go f*ck themselves.
