Who decides which stocks weigh the DJIA?

or which stocks carry a heavier weight and exactly what % the top weighted stocks actually carry? also when/how often are these companies reviewed and changed?

I was wondering when GM is getting kicked out of the dow myself.

GM will be hard to kick out of the Dow 30 just for that fact that there is really no other American car maker that can take it's place.
