Do you mean "Which penny stocks have options"? If so then SIRI would be one. NT was another until they did a 10:1 reverse stock split.

 

I don't have an IB account but I understand they allow you to post penny increments in many underlyings. As to the SEC pilot program, the link below has a list of 13:
