We need to run some numbers. For now, let's define parts of the equation, review resources already available, consider the economic effects from possible inflation impacts to beneficial economic multiplier effects, and address psychological needs. Defining Parts of the Equation: So we have a group of Blacks, at or over age 21, who have not committed a crime in 5 to 10 years. The proposed payment amount is $50,000. To calculate total amount needed, we need to figure the percentage of Blacks that did not commit a crime in the last 5 or 10 years. One question that would need to be addressed is how the current system of transfer payments should be affected including, welfare, food stamps, and Medicare. From there, we can compare previous spending on foreign countries and defense budgets to establish a sense of priorities. Review Resources Available: Predatory business practices flourish in poorer communities. Rent to own, auto insurance, warranty plans, payday loans, title loans, bank account fees including monthly and check cashing, credit card company fees, health insurance claim payment shortfalls, late fees, telecommunications and cable monthly surcharges, credit protection, for profit utility company surcharges, to name a few top of head. Most of the "services" and fees listed above disproportionately effect the poor. Enforcement of existing regulations on offending businesses would be likely a net benefit to the community. A financial boost to the poor combined with robust consumer education may provide lasting financial impact as well. As far as local businesses being adversely impacted, including the employment opportunities they provide, thought would need to be given on how to transition those businesses into something more community friendly. The Amazon - small business subcontractor model sounds appropriate here. Further, given likely increased domestic manufacturing impetus, it seems likely other subcontractor work would be available. Also, there is still a massive amount of infrastructure work needed. These would require training, but the cost to benefit would certainly be very favorable. Further, additional job opportunities would be created as teachers and other support personal would be needed. Economic Effects: A lump sum payment may cause inflationary pressure, somewhat diminishing payment effectiveness. In addition, a large lump sum payment may be more likely to be squandered on an expensive toy by some. Perhaps a smaller initial payment with the remaining paid over time will ease immediate Government budgetary impacts and provide better economic and community stability over a longer period of time. I believe money being injected into poor communities, especially where productivity is increased as a result, will have the highest economic multiplier effect, as money and demand for goods and services travel throughout the supply chain. An additional benefit is skills development leading to increased technological innovation and economic security. In addition, the reduction of crime will allow reallocation of resources into greater value add areas. Psychological Needs: Within my broken family, we all have or had psychological issues. A self-sabotaging, poor person's mentality. We would be suspicious of any opportunities offered or otherwise felt unworthy of the opportunity and refusing it. We were in a much better situation than those who are less intelligent and experienced a much greater impact of crime, especially violence, than we did. Based upon my experience and what I've observed in others, psychological issues must addressed for any hope of lasting impact. Therefore, I propose in addition to consumer education, psychological needs must be evaluated, before any money is given.
Any Government money given would have a personal counselor that would audit the spending and help establish the new business that might be created. I also believe homeless should get a monthly check Lets give a homeless 1k a month. Before he gets the second check he needs to show his receipts. He would be required to save 10% spend no more then half on food and half on personal goods. Every month the counselor would audit in order to approve the next check. Counselor would also work on boosting the credit rating
