When are downgrades issued

Upgrades are issued on Mon-Wed-Fri

Downgrades are issued Tues and Thurs

Companies from A-L are before the market opens

Companies from M-Z are after the market closes

quickly looking at yahoo i see lots of up and downgrades today. I dont understand how there are these restrictions then.
