Many IQ tests have an ethnocentric bias. Meaning the writers test knowledge sets unique to their region, or grey area logic that other cultures may interpret differently based on their collective experience (ex what animal doesn't fit? tiger, elk, lion, elephant, monkey. ex when did Columbus discover America?) A truly 'culture fair' IQ test is entirely graphic and numerical patterns. That said, I think it's possible some races are smarter than others. German Jews and Jews being top of the heap.
