What the? Why aren't SPY and QQQQ shortable?

Why aren't SPY and QQQQ shortable on IB?

It's really strange I think.

 

You should short IBKR in protest.

 

Because they both have significant holdings in financials, which are currently banned from shorting.

 

Shortable. Locate.

 

IWM and DIA are both shortable, so I don't see the connection.

Anyway, isn't QQQQ the so-called "tech-heavy" ETF?
