The gov't knew fully well what was gonna happen, but EVERYONE that knew the full story is saying nothing.
ok so it seems like we've reduced the 2 side of the equation by an order of complexity, down from a vast conspiracy to a more objective assumption that everyone who knows isn't talking. does 2 now also contain a corollary assumption that anyone outside bush's cabinet was complicit as well? or an assumption that his intelligence was anything more than objective input? maybe the 2 side is simpler as 2. the president knew what could happen with incentives not to intervene
