That Congress actually will passes the bailout, which is bad enough on its own, but after which, when it likely becomes apparent that this fix is little better than the several that have preceded it, real dislocations and distress will occur. It's inevitable that Congress caves; it is in the members' self interest to do so, because to do nothing invites blame when craters caused by these weapons of financial mass destruction (to borrow a phrase) begin to appear.
