What is the best brokerage to buy bulletinboard/Pink sheet stocks?

Were is the best place to buy bulletin board/pink sheet stocks? Does anyone offer a flat fee for trades? I think that Etrade charges 19.99 plus .01 a share over 5000. If this is true to buy 100,000 shares of a .06 cent stock would cost over 1000 in commissions. Any help would be greatly appreciated
