What does President Bush really think about free trade?

    He passed steel, shrimp tariffs and others then after some pressure he repelled the steel tariff. Then he goes talk with auto executives regarding their losses and is reported to be 'skeptic' regarding whether there is japanese intervention on exchange rates.
    If he wanted to be pass some kind of quota he would just as easily blame the japanese and do it. Where does he really stand on this?Why he would give in to the pressure regarding steel and not cars
    I mean the auto industry should have more public pressure as far as I know
