He can try an executive order if he wishes. Lots of law enforcement has already been on record saying they will not enforce such an executive order if they believe it is against the constitution. All he's doing is driving up the price of weapons.
Why is that a bad thing? If it costs a million dollars to get an AR-15, the better. Besides, I doubt what you are saying is true. All free markets are supply/demand and guns are in ample supply.
It's not a bad thing. If I can sell one of my AR's for $1mm, I'll gladly do it. This is because, as usual, you speak from the standpoint of someone with no knowledge of firearms. As an example, the local "Shoot Straight" vendor here in Tampa that is usually stocked up with all sorts of weapons has the shelves bare as people have cleaned them out. When you ask about a weapon, they reply that it's back ordered. Saw this when Obama was elected - supply can't keep up with demand.
