Hedge funds are trading the same tickers in both directions at the same time, both long and short. TA doesn't move stocks, market confidence does, so they are constantly working the direction of the overall market more than anything.
What do you mean by "you need sales coverage if trading >10k shares"? Need to phone up brokers etc to "get a good deal"? Would you mind expanding on this?

Though I suspect I'm too old and I would be better off to leverage my >10y of software/platform eng experience in the retail/trading-on-my-own/quant-ish-maybe space
I agree Let alone government (pay/effort is skewed). Last week I had to explain the concept of expected value to senior! (I kid you not) data scientists. Go figure
