Someone should do another study. Studies are important. Studies keep people busy in gvt and provide jobs. Studies sell newspapers, help the economy. Studies give people something to talk about. If we have another study then we can form a commitiee. This would go a long way toward creating a solution. Once we have a solution, we could study the solution, then form a commitee to enact one of these solutions.
