Sadly Cuba could develop the same because despite the shitty dump Castro took on his people you have a generally educated population with a good work ethic (you have to have a good work ethic to continue to work under those shitty conditions). Would be real easy to set up call centers rather than running them all the way to India and Malaysia and Phillippines.
