To say than would otherwise be the case is a little bit like guessing or saying, I bet they would have had even more business but for the regulation but that is not measurable. The only thing that is measurable is if cargo container volumes dropped off significantly. And that is not something that will happen due to trucking regulations. Lot of cargo from West Coast is put on trains which is cheaper than trucking. Also local cargoes can use local carriers. Also cargo destined for the West Coast does not have many alternatives due to distance between CA and next best port going East (Houston) and you still have to truck it back into the State so it makes no sense to say cargo would by pass CA unless it was destined for Texas or southwestern States. Cargo destined for Long Beach/LA ports would not easily divert simply because of trucking regulations. That is the land based side of it for the most part. Land based freight rates would increase only, not the maritime portion.
Yet, the same state Attorney Generals file one suit after another to challenge laws on Immigration that is the purview of the Federal Government? State laws are subordinate to Federal Laws and the US constitution, how come the extreme liberals in California and other liberal states think it is the other way around?
Emission standards are set by the Federal Government and not the individual states. That is why they are asking for waivers from the Federal Government. Dumb people cannot understand how the laws work!
The federal government may be in their right to end these waivers. That's not in dispute. The problem here is Trump did it because he's a petty asshole that did not like California undermining him on the deals the state made with auto makers after he struck down Obama's mpg rules. What ballwashers fail to realize, is that no car maker is going to conduct business on Trump's whims as he's out in 2020, and the waivers will more than likely be re-instated. Basically, the guy's ego is so brittle that it's back to him hating Obama.

You said it. There is not much difference between the RINO liberals and Democrat extreme liberals. They both love illegals (foreigners). RINO liberals love illegals (foreigners) for the cheap labor the US Chamber of Commerce wants. Democrat liberals love illegals (foreigners) for their votes! Yes, they vote.
