Because manipulating it caused the unemployment rate to fall behold the threshold rate of 8% before the election, which is what they wanted to show. The unemployment rate is the number they trumpet on the news.
But they could have just played with the birth/death adjustment to get the unemployment rate where they wanted it. Why mess with the LFPR which makes it so easy to see how bad the situation really is? In other words, it's much easier to manipulate the data to get the results you're describing than to mess with something like the LFPR.
It is my understanding that they have been playing with the birth/death adjustment. It's been doing crazy things, too.
I think if you delve into the LFPR, you'll see it's not being manipulated. There are some real issues.
