Yes they've chipped away at it over the years, but an act of congress cannot override a constitutional requirement. Forcing congresspeople to actual vote for war would have a wonderful clarifying effect.

The drone was a threat to the ship and its crew, Trump said at the White House on Thursday. A State Department official who asked not to be identified discussing the issue cited the Islamic Revolutionary Guard Corps’ “continued harassment” of vessels in and around the Strait.
