No, the physical exchange would be closed, not actual trading, which is electronic. There is an evacuation order that has been given by the Mayor for the entire southern part of Manhattan, that includes the NYSE.

There may be minimal staff present but the entire southern tip of Manhattan is CLOSED. Evacuation order has been given. LOL. Yeah I'm sure a dozen or so IT personnel will be on hand if need be. For anyone who commutes by train into NY they will have NO way to get there.
the path trains will be down. the subways will be down. the only other way there is ferries, and part of ny waterway is down (southern hoboken -> wfc, southern hoboken to pier 11). you'd need to get to liberty harbor to get to wfc, or take the 16th ave hoboken -> wfc. i worked in downtown manhattan during a much less severe snowstorm and took the boat over from hoboken. it was fun to see pristine white snow around the wtc/wfc area. it also wasn't fun riding the ferries during a bad rain/wind storm, the inside of the boat had about 1/2 inch of water from the waves coming over the side of the boat.
