A Senate and House Conference Committee, without a hearing, public notice or a debate in Congress, attached the Illicit Drug Anti-Proliferation Act (formerly known as the RAVE Act) to the Amber Alert Bill (a child abduction bill). section 521 - makes it a crime to use a âmisleadingâ domain name with the intent to deceive a person into viewing obscenity on the Internet, or with the intent to deceive a minor into viewing âmaterial that is harmful to minorsâ on the Internet. This provision is similar to section 108 of the House-passed bill, which was added as a floor amendment with no prior consideration in either body.

Section 202 - extends the statute of limitations for certain crimes against children. This provision is substantially narrower than the version passed by the House, which covered a laundry list of crimes having nothing at all to do children

Hatch-Sensenbrenner amendment - The amendment effectively creates a judicial âblack listâ of judges that stray from the draconian mandates of this bill. The Hatch-Sensenbrenner language retains the Feeney amendmentâs attempt to intimidate federal judges by compiling a âhit listâ of all judges who impose sentences that the Justice Department does not like in any type of criminal case. It takes a sledge hammer to the concept of separation of powers.
In a further demonstration of hostility to our Federal judiciary as envisioned by our constitution, the Hatch-Sensenbrenner amendment removes almost all discretion for federal judges to depart from the sentencing guidelines in some extraordinary cases
Speaking about the original Feeney amendment, Chief Justice Rehnquist wrote: âthis legislation, if enacted, would do serious harm to the basic structure of the sentencing guideline system and would seriously impair the ability of courts to impose just and responsible sentences.â

You're right there was some other "garbage" attached to it:
1) Made illegal visual illustrations of child pornography.
2) Imposed mandatory sentences for adult sex offenders.
3) Allowed more communication equipment between police agencies to prevent child sexual abuse.
4) Removed ability for pretrial release for those that rape or kidnap children.
5) Made available transitional housing assistance grants for child victims of sexual assult.
6) Removed statute of limitations for child abduction and sex crimes.
7) Enacted "Adam's Law" that established a procedure for police after a child is reported missing in a public place such as a mall.
8) Sentencing enhancements for those that engage in interstate travel for the purpose of having a sexual act with a child.
9) Made internet availability of information concerning registered sex offenders.
10) Increased penalities for landlords that knowingly allow their home or business to be used for drug purposes. Basically made landlords of crack houses more liable for what goes on at their property.

What were those damn politicians thinking trying to pass those above laws? Thank god Ron Paul is there to protect our children and voted against that horrible bill!
