I don't want to mislead you. I have read considerable sections of it, just by no means the entire thing. It's about 300 pages and has been amended since it was first passed. (several sections have been repealed) Last time amended was, I think, in late days of Bidden Admin. It's a comprehensive, detailed law with much specific detail encompassing most of our foreign aid programs including USAID, and numerous others. There is a lot of mandates. More "shalls" than "shoulds". I am certain Trump has never read the Act. But he doesn't need to. He has people that do read telling him what to do. It won't be easy to tamper with this Act without getting Congress involved, assuming the Trump admin wants to tamper legally. I don't think they care. I definitely have no plans to read the whole thing.

Also warfare escalation is a common tactic to break a stubborn - brutal enemy. Also ,Israel's objective was total defeat of Hamas (which Hamas denies they've achieved) who were hiding in the population and tunnel networks.
