I have outlined the necessary two step solution many times on ET. It involves: Eliminating Hamas as a governing and militant entity in Gaza. Reconstruction of Gaza, establishment of a reformed Palestinian Authority government in the West Bank and Gaza, return of West Bank land seized by settlers, and a permanent peace agreement with a two-state solution. Clearly it is a long path ahead. However it is the only way to arrive at long term peace in the region. Obviously this will require a more moderate Israeli government than the current Netanyahu regime to move forward into step 2. If anyone thinks that clearing over two million people out of Gaza will provide peace is kidding themselves. All it will lead to is Palestinian terrorism against America, Israel and other countries around the globe for decades. The re-built "Riviera of the Middle East" will not be a paradise but the target of continuous terrorist attacks.
I believe your proposed solution will fail, as similar deals have been presented to the PLO in the past and were ultimately rejected. The Palestinians have made it clear that it won't end until they have all of the land from river to sea. I don’t believe it will bring peace, but it will address the tunnel issue and eliminate one border concern for Israel. Also, perhaps the US puts a nice military base there.
