Though Afghanistan does appear, as you say, way too complicated for democracy; yet, as more information surfaces we Americans at home are getting a clearer picture of the events leading up to troop withdrawal. It would appear that the situation in this regard, at least, is less clouded than it first seemed. What we don't know yet is how soon the Biden administration realized that the outgoing administration had intentionally sabotaged the SIV program (special immigrant visa) by placing loyalists at the top of the SIV process chain. This was to assure that the SIVs would never get processed before we withdrew, intentionally stranding thousands of Afghans and their families who had helped us. The effort was led by Stephen Miller (the same man that brought us kids on concrete behind chain link under space blankets). The intention of Miller's interference in the SIV program, with Trump's blessing of course, is now clear. It was to insure that as few Afghan's got into the U.S. as possible, leaving them stranded and to their fate under the Taliban. We now have sufficient documentation and conformation -- Mattis's memo, first hand accounts of those in Pence's office, etc. -- that we can be certain that the foregoing is exactly what happened under Trump. What we don't know yet (stay tuned) is how soon the Biden administration realized that SIVs were being intentionally "slow walked". Presumably they found out in early 2021.. What did they do about it. Or were their hands tied. Biden still hasn't been able to rid us of Louis DeJoy, Trump's man at the Post Office who got rid of the mail sorting machines at the Post Offices -- not that the post office would ever need to sort a lot of mail in a hurry.
