China's currency is not freely convertible or tradeable. That makes its value 100% manipulated, by definition. Whatever its other real or imaginged failings, the US at least has an openly tradeable currency.

I don't understand the logic behind this statement. The Chinese have pegged their currency to the dollar so why should they care?
