If you look on this list https://ibkr.info/node/861 you can see that USA dont have agreement with Cayman Island you will pay 30% withloding tax on dividends.Recovering in form of tax credit answer is NO.You can invest in countries with 0% Witholding Tax on Dividends Hongkong and Singapore have 0% tax on dividend and UK also 0% exclude(UK REITs they have 20% WHT)
