This is all in preparation for the Obama takeover. The expectations of the black and half-black community is very high. They expect free money more government programs, free collage(where more can flunk out)free health care . Obama has promised to give money to the bottom 40% who pay no taxes. This is not going to happen. There is no money for this Just like it took a southern like LBJ to pass civil rights it will take a half black man to wean the ghetto off the government dole. Once this reality sets in look for major resistance from the underclass. This is the need for paramilitary presence.

Probably to sequester anyone who looks like they'll vote for Obama and give the excuse that they looked unruly.
