North Carolina had a math score of 471, and your state isn't large enough to claim urban inner city issues are a legit barrier to strong education standards. So your premise is failing right in your backyard. If a large urban city like Toronto can educate it's young people with the vast majority in public schools, why can't North Carolina do the same ?

Toronto is one of the richer urban areas of north America. Most of the hispanic population of NC are recent arrivals who are largely poor and who speak little or no English. Once again, your PC fantasies fall apart when confronted with actual facts. I am quite confident the white urban students of NC compare quite favorably with those anywhere.
