175 million views does not mean 175 million people watched the video. It means 175 million people saw the tweet. They could scroll past it, and it would still count as a view. They could block the account, and it would still count as a view. Twitter counts a "view" when you see atleast two seconds of a video and atleast 50% of the video player is on screen. Quite literally just means that 175M people had the video start autoplaying as they scrolled past.
