They did get 500 MM Chinese loan, but with lots of strings attached. (the Chinese aren't stupid) They have to prove they spent it on the factory before they get more. Half billion is clearly not enough to build the whole factory. A plant normally takes up to two years to complete and Tesla only broke ground on the factory in January.
