I guess we have to consider specifics now. What happened in Portland, that causes you to believe that the Feds unilateral invasion to enforce state law was warranted?
CHOP was incompetence. The locals had the ability to shut it down, and they eventually did. All crime is not an emergency. Emergency has specific meanings, depending. Property being destroyed is not generally an emergency. Your neighbor chopping down your tree is not an emergency. (It is, to you.) Your neighbor setting it on fire is. The fire could lead to other houses burning and killing people. A mob breaking into a jewelry store is not an emergency. A mob breaking into the city's water filtration plant is.
In the sense that you can call 911, yes. But not in the sense that Feds can invade a state, to enforce that state's laws. This is the sense we are discussing.

It is an emergency to The Feds when localities refuse to take care of it. Notice how Trump has allowed cities to clean up their own mess first before going in-----yet he's called a dictator.
