Military opreatives stayed in Vietnam until the fall of Saigon in 1975. There were still recorded military deaths in 73, 74 and 75. Would not be unusual for him to serve in that capacity after '73. Now whether he did serve in Vietnam is another story that has to be checked.

Correct. There were 50 Americans after spring of 73. Some Marine Embassy personnel, a few Army Special Force types, and probably a few CIA operatives.
