1. Guatemalans are coming themselves so no way Guatemala simply agrees to take everyone from countries below them. Country is as poor though way less violent then Honduras, El Salvador and Nicaragua so people won't stay anyway. 2. Will this incentive people to simply bypass Guatemala to get to Mexico? How do you trace a person on foot who comes through Guatemala with no trace and keeps going or do you assume EVERYONE from El Sal and Honduras must have passed through Guatemala? How the agreement will be executed is 100% of the agreement because 2 people can agree to anything. But despite the millions of dollars Trump promised Guatemala, Guatemala is not going to do shit and just ignore those who come through so no one can say Guatemala violate the agreement "Agreement is for migrants we process and know of, those other 15,000 must have snuck through to Mexico and we did not see them.." It is basically putting a bow on a skinny pig.
